Representative Wilson moved and asked unanimous consent that CSHB 103(FIN) be returned to second reading for the specific purpose of considering Amendment No. 1. There being no objection, it was so ordered. 2017-04-28 House Journal Page 1275 The Speaker stated that, without objection, CSHB 103(FIN) would be returned to second reading for all amendments. Amendment No. 1 was offered by Representatives Wilson and Reinbold: Page 2, line 31, through page 3, line 8: Delete all material and insert: "(b) A licensee may not perform ophthalmic surgery. In this subsection, "ophthalmic surgery" (1) means an invasive procedure in which human tissue is cut, ablated, or otherwise penetrated by incision, laser, or other means to treat diseases of the human eye, alter or correct refractive error, or alter or enhance cosmetic appearance; (2) does not include the procedure described in AS 08.72.273." Representative Wilson moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Spohnholz objected. **Representative Johnston, who was excused (page 1257), left the Chamber. The question being: "Shall Amendment No. 1 be adopted?" Amendment No. 2 was offered by Representative Reinbold: Page 2, line 31, through page 3, line 3: Delete "unless the procedure is (1) within the scope of the licensee's education and training from an accredited school of optometry; and (2) authorized by regulations adopted by the board" Insert "as defined in (c) of this section" Representative Reinbold moved and asked unanimous consent that Amendment No. 2 be adopted. Representative Spohnholz objected. The question being: "Shall Amendment No. 2 be adopted?" Representative Tuck moved and asked unanimous consent that the roll call on the passage of the bill be considered the roll call on the effective date clause.
